Actions are each movement the character does. They are used throughout animations to either move the character to one place or another or have it interact with other objects. Actions are one of the most basic parts of creating an animation, without them there would be no movement. Also, action makes your character come to life. The more fluid the movement the more believable and realistic your character becomes.
